    Owner's Representation

    We act as Owner's Representative on complex-site construction where the ground, the water, or the regulator makes execution difficult, managing the general contractor tender process, contract structuring, and cost oversight from bid through close-out. Our work sits squarely at the intersection of design, permitting, and regulatory approval, coordinating architects, structural engineers, geotechnical consultants, and local authorities so that entitlement risk, not construction risk, gets managed before it becomes a schedule or cost problem. Current engagements span coastal and hillside sites in both California and British Columbia, each governed by a different permitting and regulatory framework.

    Partnership and Joint Venture Structuring

    We design and manage commercial joint ventures that give partner companies credentialed access to procurement categories and markets otherwise closed to them, structuring terms, overseeing contract execution, and managing the ongoing relationship once a venture is formed. This work draws on nearly two decades of engineering and commercial experience across energy, infrastructure, and industrial sectors.

Dusty Moi

Principal, Blackshore Private Management Inc.

Blackshore is led by Dusty Moi, a mechanical engineer with more than twenty years in energy and industrial project delivery. He has led an engineering division of over 200 professionals, managed a utility project portfolio of roughly 100 staff, and directed capital and turnaround projects inside live refinery environments. His work has covered scope definition, estimating, regulatory compliance, procurement, construction support, and commercial management for major Canadian pipeline and utility operators and U.S. refiners. He brings that discipline to private owners whose projects carry the same technical, regulatory, and commercial exposure.
